The role and skill of the Quantity Surveyor lends itself particularly well to act in the role of “Independent Certifier (IC)” under the latest NZS3910:2023 previously the “Engineer to the Contract (ETC)” or “Principal’s Representative” under the earlier NZS3910; 3915 & 3916 forms of contract.
The IC has a dual role in the administration of the contract, both as an expert advisor to and representative of the Principal, together with, and independently of each party, to fairly and impartially make the decisions entrusted to him/her under the contract.
